MFAT has published our formative review of the Climate Finance Capacity Support Programme (CFCSP), along with its management response.

CFCSP is a NZ$30 million programme funded through New Zealand's International Climate Finance programme and delivered by DT Global from January 2024 to December 2026. It helps 15 Pacific Island countries plan, access, deliver and report on climate finance, mainly through embedded advisers, short-term technical support, mentoring and training.

Dr Fiona Kotvojs, Ben Schultz and Kirsty Burnett carried out the review in the first half of 2026, with visits to the Cook Islands, Solomon Islands, Tuvalu and Fiji. We found the programme is performing well in its early phase. It is closely aligned with what Pacific countries need, and it recognises that many barriers to climate action are institutional rather than technical, such as staff shortages, coordination and public financial management systems. Embedded advisers have been particularly effective where capacity is tightest.

For any future phase, we recommended a flexible, demand-driven facility, building on how the programme has worked best in practice.
