MFAT has published our evaluation (with GHD) of its support to the Oceania Customs Organisation — a NZ$2 million investment in Pacific customs cooperation.
MFAT has published the programmatic evaluation of its core funding to the Oceania Customs Organisation (OCO), which we carried out with GHD.
The OCO brings together 24 Pacific customs administrations to help members meet international standards for trade and border security. New Zealand has been a core funder, and with its grant arrangement ending, MFAT wanted an independent read on the programme's direction and on how its future support should be shaped.
Our review found the OCO operationally sound and growing into its regional security role — with gains as concrete as clearance times in Palau falling from two or three days to one or two hours — and set out 15 priority recommendations for the OCO, MFAT and the New Zealand Customs Service.
