On Saturday, 21 September 2024, Future Partners Director Kirsty Burnett attended the National Commemoration for Service in Timor-Leste. This event marked the 25th anniversary of New Zealand's deployments supporting Timor-Leste's independence. The commemoration included a service at the Wellington Cathedral of St Paul, followed by a reception at the Banquet Hall in the Executive Wing of the New Zealand Parliament.
Timorese Ambassador, Her Excellency Ms. Felicidade de Sousa Guterres, joined Future Partners Director, Kirsty Burnett, outside the Wellington Cathedral. This significant gathering honoured New Zealand's involvement, which began following a pivotal referendum in August 1999. Nearly 80% of voters expressed a desire for independence from Indonesia, leading to violence and destruction by pro-Indonesia militia. In response, an international force known as INTERFET was formed in September 1999 to restore order, with New Zealand contributing personnel, supplies, and equipment.
In early 2000, the United Nations Transitional Administration in East Timor was established to manage the transition to independence, which was achieved in May 2002. During this period, New Zealand deployed approximately 5,000 military personnel, marking its largest deployment since the Korean War. New Zealand forces were based in Suai, where they were warmly greeted with "Kia Ora Kiwi," a testament to their positive impact. The troops undertook various reconstruction and humanitarian assistance tasks and supported the August 2001 elections.
The commemoration also paid tribute to the five New Zealanders who died in service with the New Zealand Defence Force, as well as personnel from Nepal, Fiji, and Ireland who died under New Zealand command.
Since 2000, New Zealand has maintained a resident Head of Mission in Timor-Leste and has had a resident ambassador since 2005. Through International Development Cooperation, New Zealand’s Ministry of Foreign Affairs and Trade (MFAT) has provided technical expertise and goods and services to Timor-Leste. One notable programme is the support for the early childhood education sector. Future Partners is currently reviewing this programme to provide recommendations for New Zealand's ongoing investment in the sector.
Overall, the commemoration highlighted New Zealand's significant contributions to Timor-Leste’s journey to independence and its ongoing commitment to supporting the nation’s development.
